Description of problem:

There is a chargeback compute rate named 'Cpu Cores'.  However users can not create reports with this value as this is not an option in the reports column when creating a charge back report for vms.

How reproducible:
always

Steps to Reproduce:
1. Create a report based on 'Charegeback for VMs'
2. Notice there is no value for 'Cpu Cores Cost' in the columns for this report

Actual results:
There is not a report column for 'Cpu Cores Cost'

Expected results:
There should be a report column for 'Cpu Cores Cost'

Verified that unavailable fields are showing in the caution message.
