Description of problem:
We neglected to test that F27 Server Edition systems upgraded to F28 would have the module repos available by default. Since the fedora-repos-modular subpackage didn't exist in F27, it was not automatically added during upgrade.

How reproducible:
Every time

Steps to Reproduce:
1. Install Fedora 27 Server Edition
2. `dnf system-upgrade --releasever=28 download`
3. `dnf system-upgrade reboot`
4. `dnf module list` on the upgraded system

Actual results:
"Nothing to show"

Expected results:
Available module streams should be listed.

Additional info:

We should resolve this by adding `Recommends: fedora-repos-modular` to the fedora-release-server subpackage, so all server installs will get the modular repo installed on upgrade (but can opt to remove it if desired).
