Rebase rhel component 'subscription-manager' to the latest upstream version 1.21.X for RHEL7.6

Moving to MODIFIED as we have rebased onto subscription-manager-1.21.5-2.el7 for RHEL 7.6.

All existing work that has not made it into upstream at this time, will be cherry-picked into this version.

The latest nightly RHEL7.6 composes include subscription-manager-1.21.5-2 (the latest version)
