Description of problem:
When I try to install plasma:

sudo dnf install @kde-desktop-environment

I get the error:

file /usr/share/foomatic/db/source/driver/foo2hiperc-z1.xml from Installation of foomatic-db-4.0-57.20180102.fc28.noarch conflicts with file from foo2hiperc-0.20170412-7.fc28.x86_64
