Description of problem:
I have a Windows 10 and Fedora 28 dual boot laptop (Dell Latitude 5580). 

After upgrading to Fedora 28 to the newest kernel a couple weeks ago, I restarted the computer. 
When grub came up, I selected Windows because that's what I needed to use at the time.
When I rebooted, it went to the "dreaded grub2 prompt" (as seen in Fedora 28 documentation).

I've been doing the following to boot my computer for the past couple of weeks:
ls (hd1,gpt4)/
set prefix=(hd1,gpt4)/grub2
set root=(hd1,gpt4)
insmod normal
normal

That allows me to see a normal grub menu and select Windows 10 or Fedora 28.

I've tried reinstalling grub2 to fix the issue, but it still boots to the grub prompt.
I recently tried again:
Right before this error, I tried reinstalling grub2 with:
sudo dnf reinstall grub2-efi-x64 shim-x64
sudo grub2-mkconfig -o /boot/efi/EFI/fedora/grub.cfg

Then, I rebooted and still got the grub2 prompt. After doing the above grub prompt commands to boot, 
I received the error that this report is for.

Description of problem:
I received the error when booting from a cold state.
I am using the latest version of Fedore (28) with the latest updates using 'sudo dnf update'
The machine is a Dell XPS 9360, Intel Core i3-7100U X2 2.4Ghz, 4Gb ram, 128Gb ssd, 1920x1080 display, Killer Wireless NIC.

had the same issue on boot after updating clean fedora 28 install on an XPS 13 9370

We apologize for the inconvenience.  There are a large number of bugs to go through and several of them have gone stale.  Due to this, we are doing a mass bug update across all of the Fedora 28 kernel bugs.

Fedora 28 has now been rebased to 4.20.5-100.fc28.  Please test this kernel update (or newer) and let us know if you issue has been resolved or if it is still present with the newer kernel.

If you have moved on to Fedora 29, and are still experiencing this issue, please change the version to Fedora 29.

If you experience different issues, please open a new bug report for those.
