Description of problem:

Currently chargeback reports charge 1 of 2 ways.  Allocated which will charge for the entire allocation of resources for the total time the resources has existed.  Used which will charge only for the resources used and the time the resources were active (powered on).

Would like the ability to charge for the full allocated resources for only the time the resources were powered on.
