Description of problem:
Service uses  type ClusterIP and  Azure cloudprovider tries to create loadbalancer:

# oc get events | grep kubernetes

Verified in atomic-openshift-3.9.33-1.git.0.c35d02e.el7 and the issue has been fixed, didn't see CreatingLoadBalancerFailed in events for the service uses type ClusterIP.
