chrome-gnome-shell is already in the distribution, so it cannot be submitted as a new package.  And the existing package already has an epel7 branch.

It does not look as if the maintainers have ever committed to the epel7 branch or submitted an epel7 build for the package.  You should communicate with them; perhaps they would be willing to let you co-maintain the package.

But I install the package in epel7,it don't currently working. Can I upgrade it?

chrome-gnome-shell is shipped in RHEL 7.
