I cloned the src.fedoraproject.org repo and uploaded it to my github along with a commit to fix the spec file in the "build-requirements" branch.  Here's the patch:

This is not the place for that kind of bug. Here we review new packages to be included in Fedora. 

You can look here for a list of opened bug and if you want to add a new one: https://apps.fedoraproject.org/packages/git-cola/bugs (The FTBFS one should be what you're looking for).

The maintainers should have been alerted of your PR. 

However, if you see no action being taken, you might consider follow this procedure: https://fedoraproject.org/wiki/Policy_for_nonresponsive_package_maintainers#Outline
