Description of problem:
While it is a good thing we do install ntpd, we should also enable it

How reproducible:
Always

Steps to Reproduce:
1. inform client machine to be certified of ntp server location via dhcp
2. have said client installed with the ispec-generated kickstart file
3. chkconfig --list ntpd
  

Actual Results:  ntpd is off

Expected Results:  ntpd should be on

add "chkconfig ntpd on" in the %post

rhr2 has been deprecated, closing these remaining bugs as WONTFIX.  Future bugs
against the "hts" test suite should be opened agains the "Red Hat Hardware
Certification Program" product selecting either "Test Suite (harness)" or "Test
Suite (tests)" components.
