Description of problem:
this bug is created to track https://bugs.launchpad.net/neutron/+bug/1768209 porting (and it's fix: https://review.openstack.org/#/c/565654/) to OSP product

once it's available in downstream CI may enable running dvr tests

Since we don't seem to ship a neutron-tempest-plugin package, we really just have to wait until this is downstream and we know the test(s) were run properly.
