Description of problem:

Currently, if you have a large number of content hosts you may need to edit /etc/sysctl.conf and set fs.aio-max-nr to a larger value. Right now you have to do this manually, but it would be better if it was configured via custom-hiera.yaml so all the config changes can go in one place.

We believe that a customer should configure this option themselves given we do not manage the systctl.d configuration today.
