Description of problem: In CloudForms 4.6.2, disabling "Dashboard" in the service UI under product features for a role does not actually remove the Dashboard for their view - they still land on an empty dashboard page, rather than their services.

Version-Release number of selected component (if applicable): 4.6.2


How reproducible: Always


Steps to Reproduce:
1. Create role with "Dashboard" under "service UI" section of product features turned off
2. Assign group/user to that role
3. Log in as that user

Actual results: User lands on a blank dashboard page, and dashboard is still in the navigation tree.


Expected results: User should land on "My Services" display, and dashboard should not appear in the navigation pane.
