Doc Text:	On rare occasions, a deployment failed with the following error log from a container: standard_init_linux.go:178: exec user process caused "text file busy". Do not attempt to write out the docker-puppet.sh file multiple times concurrently to avoid the race and to avoid deployment faiiure.	Story Points:	---

Description of problem:
The deployment can fail due to the above with the following error:
[root@overcloud-controller-2 ~]# docker ps -a
CONTAINER ID IMAGE COMMAND CREATED STATUS PORTS NAMES

How reproducible:
It's a very rare race, I have hit it twice over a few months
