Description of problem:
by default, "Job templates" are not assigned to first organization

snap7: satellite-6.4.0-9.beta.el7sat.noarch


How reproducible:
always


Steps to Reproduce:
1. Install Satellite
2. Ensure you rea in "Default Organization"
3. Hosts -> Job Templates


Actual results:
List is empty and only visible when you switch to "Any Organization"

Issue also visible in Monitor -> Jobs -> Run Job -> Job category ... is empty


Expected results:
All the job templates should be visible when in "Default Organization".

Is this a regression from 6.3?

Yes, I have checked mine satellite-6.3.0-23.0.el7sat.noarch and I can see the templates there.
