The MTU of TAP devices was not configured. This means that the network was configured with a different MTU than the TAP device used by a guest.
When creating the TAP device for the guest, you can also configure libvirt. Nova passes the correct parameter to libvirt. The TAP device created by libvirt for the guest now has the same configuration as the network.
