Description of problem:
Using lsmcli iscsi-chap with out-* but without in-* fail on ontap but passes on sim target. The behaviour should be consistent.

lsmcli -u "ontap://user@pass" iscsi-chap --init='iqn.1994-05.com.redhat:lsm-chap' --out-pass='out_pass' --out-user='out_user'
INVALID_ARGUMENT(101): out_user and out_password only supported if inbound is supplied

Steps to Reproduce:
1.lsmcli -u "sim://" iscsi-chap --init='iqn.1994-05.com.redhat:lsm-chap' --out-pass='out_pass' --out-user='out_user'

Actual results:
command passes

Expected results:
INVALID_ARGUMENT(101): out_user and out_password only supported if inbound is supplied
