Description of problem:
Unfortunately, I'm not completely sure. I think that it was ssh, but it seems to happen without me doing something.
SELinux is preventing (fprintd) from 'read' accesses on the directory /var/lib/fprint.

If you believe that (fprintd) should be allowed read access on the fprint directory by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# ausearch -c '(fprintd)' --raw | audit2allow -M my-fprintd
# semodule -X 300 -i my-fprintd.pp
