Description of problem:
When choosing a value in a drop down list whose values are static, the value doesn't change upon first click.  Have to click twice.

How reproducible:
Always

Steps to Reproduce:
1.  Create a service dialog with a dropdown 
2.  Create a service catalog with said dialog
3.  Click on a value in drop down 

Actual results:
It displays a choice that is seemingly random (It's the same one every time, but it's neither the chosen value, nor the default value.)

Expected results:
The display the choice the user chooses
