Description of problem: When the authority for client's caps is being exported, it remains uninformed. Therefore, client does not send renew messagess to the correct MDS, fails to reconnect properly, stays in stale state and gets evicted repeatedly. This bug was found with "client_reconnect_stale = true" in client section and "mds session blacklist on evict = false" and "mds session blacklist on timeout = false" in mds section of ceph.conf.
