Description of problem:
According to design document [1] there should be tooltip over question mark icon next to not imported cluster.

100%

Steps to Reproduce:
1. Log into WA with not yet imported cluster.
2. Hover on question mark icon next to cluster id.

Actual results:
No tooltip is shown.

Expected results:
There should be tooltip indicating that status of the cluster is unknown and import is required for monitoring.

@julim What should be the tooltip text for unmanaged cluster on cluster list view? Currently I have displayed 'Unknown".

How about "Cluster status is unknown.  Import is required to monitor the cluster."
