Description of problem:
Gnome classic mode is the default session in rhel7, but is available only on Xorg. Since Wayland is now the default display server in rhel8, we should provide classic mode also on Wayland.

Users who upgrade from rhel7 should have the same user experience in rhel8 with Wayland as the default display server.

Is accessibility support expected by customers to be part of Gnome classic mode? 
Should accessibility support be in default display server mode? 
What is impact on Section 508 and Accessibility Compliance?

Verified Classic works on Wayland.
