Description of problem:

Assigning floating IPs, security groups, keypairs and attaching volumes to OpenStack instances takes a lot of times.

How reproducible:100%

Steps to Reproduce: Take an example of attaching a volume to an instance

1. Login to CloudForms operational portal via admin or normal user. 

2. Navigate to Compute -> Clouds -> Instance -> Select any instance -> Configuration -> Attach a volume to an instance 

3. The volume will get attached to an instance successfully but it doesn't reflect till the next provider refresh. 

Actual results: The volume doesn't reflect till the next provider refresh. 

Additional info: If we refresh the provider or cinder-volume manager, a volume will be reflected in the UI instance summary page. Moreover, I don't see any event of "attach a volume"  under "ManageIQ/System/Event/EmsEvent" domain.
