chntpw no longer will clear a password, change a password, or activate an account (Administrator) on Windows 10, build 1803.

I constantly use chntpw from a Live USB to recover Windows accounts where the user has forgot or goofed their password and I have verified that they are indeed the actual owner of the computer.  Unfortunately, I can not longer do this under Windows 10, Build 1803.  It is a YUGE deal.

$ rpm -qa chntpw
chntpw-0.99.6-30.110511.fc28.x86_64


chntpw -l SAM
shows all the accounts as usual.

chntpw -u "username" SAM
goes through all the motions as usual, but none of the requested actions takes

Update:

I was able to use the 140201 (2014-02-01) ISO from
    http://pogostick.net/~pnh/ntpasswd/
to enable the Administrator's account and blank its password on a Windows 10-1803 machine.  (I did have to manually create /mnt/disk though).

I used Rufus 3.1 to create the USB flash drive.

So, it is time to upgrade chntpw 110511 to 140201 on the Fedora repo.
