So it seems this is due to the limit of guest memory size. If I increased it to 2G, the installation will be fine. There were similar BZs before, like https://bugzilla.redhat.com/show_bug.cgi?id=1314092. So at this moment, this issue seems to be benign. I plan to close it as NOTABUG soon.
