How reproducible:


Steps to Reproduce:
1. Install fresh satellite. Login; do not upload manifest
2. Navigate to Content > Subscriptions and click either of (???) the "Add Subscriptions" buttons.

Actual results:
User gets a blank page.

Expected results:
There should be some sort of warning on the resulting page that there's no subscriptions because there have been no manifests uploaded. 
-AND/OR-
These buttons should be disabled if there is no manifest (but perhaps still modify the resulting page due to org switching
-AND/OR-
Make the "Upload Manifest" button more prominent, because after all it should be the first step before any subscriptions can be managed.


Additional info:

This may be an RFE but it is highly recommended to fix, because users will definitely walk the wrong path here as it currently exists.

This is potentially also confusing if user switches between orgs while on this page (e.g., Org with subscriptions -> switch Orgs -> Org with no subscriptions

Description of Problem should read:

When user clicks either of the Add Subscriptions buttons without having subsequently uploaded a Manifest, they are met with a confusing, blank page.

Verified on Snap 14

In instances where a manifest is not uploaded the Add Subscriptions button is now disabled with hover text indicating why.
