Description of problem:
Injecting data the vm is rarely used thing since the cloud-init/metadata-agent/config-drive become mainstream.

The file injection steps slows down the VM activation.

inject_partition=-1 in the current packstack generated config, but inject_partition=-2 in the tripleo generated ones.
Please match the current tripleo config and leave it on default(-2).

Could you provide me with logs of those jobs?, i'm seeing we are setting -2 in jobs using queens RDO Trunk, and i'd like to find out who is setting -1, packstack, puppet-nova or nova itself.

My first guess is:

packstack/puppet/modules/packstack/manifests/nova/compute/libvirt.pp:      libvirt_inject_partition => '-1'
