Description of problem:
Enabling dashboard and looking at "OSDdaemons" page all of the "Stats"
are listed as 0 (PGs, Usage, Read bytes, Write bytes, Read ops, Write ops).

RHCEPH-3.1-RHEL-7-20180530.ci.0

How reproducible:
yes. Install using ceph-ansible, enable dashboard and go to "OSDdaemons
" page.

Steps to Reproduce:
1. Install using ceph-ansible
2. enable dashboard
   # ceph mgr module enable dashboard
   # ceph mgr services
    "dashboard": "http://c04-h33-6018r.rdu.openstack.engineering.redhat.com:7000/"

3. open dashboard and look at OSDdaemons page
4. See all stats are '0', while "ceph -s" shows this
  io:
    client:   796 kB/s rd, 6423 MB/s wr, 796 op/s rd, 3291 op/s wr


Actual results:
All stats are '0'

Expected results:
Stats should reflect cluster activity

We detail the following:

The Red Hat Ceph Storage Dashboard provides a monitoring dashboard for Ceph clusters to visualize the cluster state. The dashboarh is section details installing the Red Hat Storage Dashboard which differs from the API plugin Ceph Dashboard for Ceph Manager:

The confusion comes when the upstream Ceph Dashboard API for Ceph Manager is misinterpreted as the Red Hat Ceph Storage Dashboard (Ceph Metrics). The Administration guide has no mention of this as Ceph Metrics.
