Description of problem:
When I disable the "Migration" product feature, I could still see the migration plans that I created (before disabling "Migration" product feature) in Services->Catalogs, under Catalog Items -> Unassigned.

How reproducible:
100%

Steps to Reproduce:
1.Enable migration UI if not enabled already, using Advanced Settings Yaml from Appliance Configuration, by setting ":transformation: true" and restart evmserverd daemon by SSHing to appliance
2.Add VMware and RHV Provider to appliance 
3.Create Infrastructure Mapping and Migration plan(do not run the plan, save it for later)
4.Create a new Role from Configuration->Access Control which does not have access to Product Feature "Migration"
5.Crate a new user with the role created in step 4. Logout. 
6.Login using new user
7.Navigate to Services->Catalogs, under Catalog Items -> Unassigned. 

Actual results:
I can see Migration plan created by admin user, and I can assign it to catalog and order it. 

Expected results:
Migration plans should be hidden if a user does not have access to "Migration" Product feature.

It is fixed in 5.10.0.21.
