The neutron-sriov.yaml environment file erroneously indicates that containerized SR-IOV agent support is experimental

We missed a file when backporting the initial patch. https://review.opendev.org/#/c/663085/ should resolve it. Please note that there are some OVN related patches that still indicate experimental support. AFAIK, this is still valid for OVN deployments for currently GA'd versions of OSP.

According to our records, this should be resolved by openstack-tripleo-heat-templates-8.3.1-87.el7ost.  This build is available now.
