Description of problem:  During an upgrade of osp9 to 10 we were stuck during the OSD node upgrade (non-controller script) in a selinux disabled env on the 

   chown ceph:ceph /var/lib/ceph/osd

We estimated that the whole process would have taken more than 2 hours at the current speed

We end up doing https://code.engineering.redhat.com/gerrit/143420 and then it tooks only 20min to upgrade the node.

143420 was just a quick fix but we should use ceph-disk fix to do that, could you look into it.
