Description of problem:
Looks like the package still requires python 3.6 (3.7 is new default). In my build (which requirese the package) this is happening:

DEBUG util.py:439:   Problem 2: package python3-neutronclient-6.5.0-3.fc29.noarch requires python3-osc-lib >= 1.7.0, but none of the providers can be installed
