Description of problem:
When i use 'whois' or 'jwhois' command in russian (ru_RU.UTF-8) locale, i do not get output in UTF-8 codepage, but in KOI8-R.

jwhois-3.2.2-6.FC3.1

How reproducible:
Always

Steps to Reproduce:
1.Enter LANG=ru_RU.UTF-8 whois example.com
  

Expected Results:  Text in UTF-8 codepage.

Sorry, for reproduce use 'LANG=ru_RU.UTF-8 whois' without server name. I cannot
finde 'edit' button =(

Fixed in rawhide jwhois-3.2.2-16. Thanks for your report.
