Description of problem:
unbound-keygen.service generates couple of files in /etc/unbound. However these are not owned by unbound package or any of its subpackages. These files are:
unbound_control.key
unbound_control.pem
unbound_server.key
unbound_server.pem


Version-Release number of selected component (if applicable):
unbound-1.7.3-3.fc28.x86_64

How reproducible:
always

Steps to Reproduce:
1. dnf provides /etc/unbound/<one of files mentioned above>

Actual results:
Files are not owned by any RPM.

Expected results:
Files should be most probably owned by unbound RPM.

Additional info:
These files should be marked as ghost in the SPEC file.
