Description of problem:

The upstream repo has changed names from 'cni' to 'plugins'.
See: https://github.com/containernetworking/plugins.

The package name should be changed as well. This has already been done on RHEL.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
