Problem:
At the url above (tab under the User Details pages)
the check boxes here affect the SSM.

Proposed Solution:
This page should either affect the target user or simply list the systems
admined with the existing message that you should modify the groups in order to
modify the systems for this user. (latter is current choice)

The functionality of adding systems administered by specific users to the SSM
should find a better, more intuitive home.
