docker-latest failed to build from source in Fedora rawhide

Please fix docker-latest at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
docker-latest will be orphaned. Before branching of Fedora 30,
docker-latest will be retired, if it still fails to build.

It's best we retire this package from Fedora. It's not being worked on anymore, but not quite sure how to handle /var/lib/docker-latest migration.

Guess it merits a post to fedora-devel.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
