golang-googlecode-tools failed to build from source in Fedora rawhide

Please fix golang-googlecode-tools at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
golang-googlecode-tools will be orphaned. Before branching of Fedora 30,
golang-googlecode-tools will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.

So I re-ran the build from the mass rebuild commit, and it magically worked (well, it was hinted to be working by koschei.)
