libcap-ng failed to build from source in Fedora rawhide

Please fix libcap-ng at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
libcap-ng will be orphaned. Before branching of Fedora 30,
libcap-ng will be retired, if it still fails to build.

I don't see anything in the build log that hints at a problem. The only think I see is something saying: See bindings/python/test/test-suite.log...which is not collected.

This appears to be related to putting python into its own package. Changed the test to use python2.
