oci-register-machine failed to build from source in Fedora rawhide

Please fix oci-register-machine at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
oci-register-machine will be orphaned. Before branching of Fedora 30,
oci-register-machine will be retired, if it still fails to build.

We'll probably need to check if anyone is actively using it, perhaps with a post to fedora-devel. If we're sure we can drop it right away, I can take care of that.

I'll open up another bug to retire this package. Have a successful build to handle FTBFS.
