reptyr failed to build from source in Fedora rawhide

Please fix reptyr at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
reptyr will be orphaned. Before branching of Fedora 30,
reptyr will be retired, if it still fails to build.

Failure caused by python2/python3 management in F29. Updated to PR 91 with improved support for python3 testing, also fixes other issues.
