wcd failed to build from source in Fedora rawhide

Please fix wcd at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
wcd will be orphaned. Before branching of Fedora 30,
wcd will be retired, if it still fails to build.

The environment sets variable CC to "cc", which makes the build break:

make: cc: Command not found
make: *** [Makefile:532: wcd.o] Error 127
make: Leaving directory '/builddir/build/BUILD/wcd-6.0.2/src'
error: Bad exit status from /var/tmp/rpm-tmp.BZ0pdn (%build)

This is an environment problem.

When CC is set in the build environment, it must be set to a compiler command that is available.
