Previously, the Manila driver failed to run some NetApp APIs when configured to run as a non-cluster-scoped NetApp user, resulting in share deletion failure. With this update, the Manila driver handles API failures due to permission issues correctly and share deletion no longer fails when the driver runs as a non-cluster-scoped NetApp user.

Using the latest OSP-12 puddle I was able to successfully deploy Manila with a non-cluster-scoped user and create and delete a share without issue. Marking this as verified.
