Description of problem:
During update of selinux-policy-targeted, the following error message appears:
Re-declaration of type entropyd_t

Version-Release number of selected component (if applicable):
selinux-policy-targeted-3.13.1-192.el7_5.4.noarch

How reproducible:
always when updating from RHEL 6

Steps to Reproduce:
1. Update RHEL 6 to RHEL 7

Actual results:
  Updating   : selinux-policy-targeted-3.13.1-192.el7_5.3.noarch                           27/117
?/etc/selinux/targeted/modules/active/file_contexts.local? -> ?/etc/selinux/targeted/active/file_contexts.local?
?/etc/selinux/targeted/modules/active/seusers? -> ?/etc/selinux/targeted/active/seusers.local?
Re-declaration of type entropyd_t
Failed to create node
Bad type declaration at /etc/selinux/targeted/tmp/modules/100/entropyd/cil:1
semodule:  Failed!


Expected results:
<no error>

Additional info:
On the same system, reinstalling/updating the package later:
yum reinstall selinux-policy-targeted -y
triggers the same error.

There is a known resolution based on a knowledgebase article suggesting removing /etc/selinux/targeted/modules/active/modules/audioentropy.pp and possibly other modules.
