Description of problem:

When both live and backup is down, the client is not able to reconnect if you
restart live and then backup.
(The fix is ported from ARTEMIS-1814)

Steps to Reproduce:
1. Shutdown live, failover to backup
2. Shutdown backup, all servers down
3. Start live, does not reconnect

Actual results:

Does not reconnect to original live

Reconnects to original live server
