python-django-picklefield is listed as retired in https://src.fedoraproject.org/rpms/python-django-picklefield

Yet it seems it was partially unretired in https://src.fedoraproject.org/rpms/python-django-picklefield/c/2fdc2b1395487eb5b57977fdba80017fcf16aa4d?branch=master

But there is no f29 build in https://koji.fedoraproject.org/koji/packageinfo?packageID=14132

IMHO you need to get the package unblocked by releng.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
