Description of problem:
unable to open icon selection menu on 5.9.3.4-4 when creating a new button

Version-Release number of selected component (if applicable):
cfme-5.9.3.4-4.el7cf.x86_64
cfme-gemset-5.9.3.4-4.el7cf.x86_64


How reproducible:
all the time

Steps to Reproduce:
1. open firefox 61 or Chrome 68 and point it to your 5.9.3.4-4  (5.9.3 + hotfixes)  appliance
2. go to automation> automate > customize > buttons 
3. try to create a group or a button
4. try to assign an icon

Actual results:
unable to open the unfolding menu. there seem to be a reading error on a cssRule property

Expected results:
able to open the unfolding menu

Additional info:
chrome debugger info in private note shows this error in the console

Please assess the impact of this issue and update the severity accordingly.  Please refer to https://bugzilla.redhat.com/page.cgi?id=fields.html#bug_severity for a reminder on each severity's definition.

If it's something like a tracker bug where it doesn't matter, please set the severity to Low.

Nikhil - Can you try to re-create this issue on 5.9.3 and 5.9.4??
