Description of problem:
In ease of deployment, Below content is missing in custom plan environment file '/usr/share/openstack-tripleo-heat-templates/plan-samples/plan-environment-derived-params.yaml' comparing the plan-environment.yaml file.
  - path: environments/docker.yaml
  - path: environments/docker-ha.yaml

Note:
This issue is not a blocker. This change is in only downstream and works to derive the parameters using update-plan-only option without this custom plan environment file changes.
we can also manually create custom plan environment yaml file referring plan-environment.yaml and existing sample custom plan environemnt file '/usr/share/openstack-tripleo-heat-templates/plan-samples/plan-environment-derived-params.yaml' if needed.
This change is to align sample custom plan environment file with default plan environment file.
