Description of problem:
A customer using ML2/OVS today is using the dnsmasq configuration file to set DHCP options 42 (NTP) and 252 (Microsoft WPAD) globally for instances in their environment. This customer is switching to RHOSP and using Queens and would like to use OVN for future support while still being able to set these global values.
This RFE is to allow for global options to be set when using the OVN native DHCP provider.
