Description of problem

There are no units used in "Ping Latency" chart of "Top Consumers" section
in "Cluster" dashboard.

Steps to Reproduce
==================

1. Install RHGS WA via tendrl-ansible
2. Import Trusted Storage Pool
3. Go to Cluster dashboard and see Ping Latency panel here

Actual results
==============

The chart doesn't use any units of measurement.

Expected results
================

There is unit of measure (second?) used in description of values on the y axis
of the chart.

There are units (ms) in Ping Latency panel in Top Consumers section of Cluster dashboard now.
